Lt. Col. Thomas Birchall was the Local Commissioner for Preston. He was a local solicitor and Mayor of Preston (1847-48), the same year that he had been one of the original promoters of the Royal North Lancashire Agricultural Society. In 1865 he built Ribbleton Hall as his home.
